The Minnesota Public Utilities Commission (PUC) has announced that Cold Weather Rule protections are now in effect from October 1, 2025, through April 30, 2026. These protections help ensure that residential customers are not disconnected from natural gas or electric service during the winter months if they work with their utility on a payment plan.
How the Rule Works
- Payment plans are required. Customers must contact their utility to set up a payment arrangement. If a plan is in place, service cannot be shut off and must be restored if it was previously disconnected.
- Income-based limits. Households at or below 50% of the state median income cannot be required to pay more than 10% of their monthly income toward heating bills.
- Available to all customers. Any residential customer may request a payment plan, regardless of income level.
Other Assistance Programs
In addition to the Cold Weather Rule, several programs are available to help Minnesotans manage energy costs:
- Energy Assistance Program – Offers help with paying bills, repairing or replacing heating equipment, and making energy efficiency improvements.
- Weatherization Assistance Program – Provides long-term home upgrades to reduce energy use.
- Utility-specific programs – Many providers offer bill payment assistance and budget billing options.
Important Notes
- The Cold Weather Rule applies only to natural gas and electric utilities.
- It does not cover delivered fuels such as propane, fuel oil, or wood. Customers using delivered fuels should contact their providers directly to ask about payment options.
