The Future of PEG Programming: Key Legislative Proposals

On October 29, 2024, Bradley Werner, LLC partner, Michael R. Bradley presented on PEG Funding in a national webinar hosted by NAOTA. The webinar was entitled, PEG, Franchising, and Legislative Opportunities. NATOA’s Legislative Director, Mike Lynch moderated the panel that included Mike Wassenaar, the President and CEO of the Alliance for Community Media, and Daniel Lightfoot, the Senior Intergovernmental Relations Representative & Federal Relations Manager for the League of Minnesota Cities.

Mike Wassenaar presented on the benefits of public, educational, and governmental (PEG) programming to communities, highlighting its ability to foster local engagement, empower diverse voices, and provide vital information tailored to specific audiences. He discussed the changes to the historical funding for PEG media, emphasizing the impact that shifting financial landscapes have had on these initiatives. Furthermore, Wassenaar articulated the urgent need for a new model that not only sustains PEG programming but also adapts it for the next 40 years, ensuring it remains relevant and effective in addressing the evolving needs of our communities in a rapidly changing media environment.

Mike Bradley presented on state legislative proposals throughout the country to address support for PEG funding, emphasizing the critical need for sustainable financing mechanisms in this rapidly evolving digital landscape. These options included state general fund support, which would allocate a part of the state budget to ensure consistent funding for PEG access channels. Other proposals included dedicated streaming video taxes or fees, which aim to impose charges on streaming services. He concluded with a discussion of broadband franchising, which centered on the Minnesota Equal Access to Broadband Act, highlighting its potential to ensure that all residents have equal access to high-speed internet and including PEG funding as a public benefit, similar to cable fees.

Daniel Lightfoot wrapped up the discussion by outlining the regional approach for advocating for legislative changes.

The webinar was well attended by local government, PEG access centers, and their advisors throughout the country.
